Change in Rules relating to Conditional Admissions: This issue is discussed at length towards the end of previous chapter. To sum it up, if you get a low score in IELTS or TOEFL, American universities give conditional admission with the caveat that you will attend ESL programme with the I-20 mentioning only the fee 
meant for this program (say US $ 3,000) for a duration of three months. However, while your MS program could cost about US $30,000 in two years, when you apply for the visa, the consular officers would look at the I-20 which mentions only US $ 3,000 fee (mentioned for ESL program) and a three-month period, while you are requesting for a visa to study an MS in an American University, with a bank of loan of say Rs 30 lakh for two-year period. Since the MS program is not mentioned in the I-20, there is every possibility of your plea for visa getting rejected.
You must be extra cautious about the visa duration period. The I-20 shows that you are attending a language program which is of three-month duration. Only after successful completion of that, you can convert your I-20 to MS. So legally the US Consulate may not be able to issue a longer term Visa for completing MS.
